Ira DuBey, MBA,PhD Founder

Dr. Ira DuBey is a dynamic leader whose career spans more than two decades of trailblazing impact in biopharmaceutical development and forensic science. With a background that blends rigorous scientific expertise and visionary business acumen, Dr. DuBey has built and transformed multiple bioanalytical CROs into industry benchmarks for quality and innovation.

He has steered teams through rapid growth, regulatory excellence, and groundbreaking assay development in areas such as immunogenicity, cell-based technologies, and immune-oncology. 

Currently serving as CEO of Forensic Science Center, Ira brings multidisciplinary consulting expertise to support forensic analysis, and advanced biotherapeutic development strategies. His commitment to mentorship and education continues through his role as an adjunct professor of forensic science.  Dr. DuBey holds an MBA from the Johns Hopkins University and a PhD from the Graduate school and University Center of CUNY.

Yale H. Caplan, Ph.D., F-ABFT Executive VP

Dr. Yale H. Caplan received his Bachelor’s degree in Pharmacy (1963) and Ph.D. degree in Medicinal Chemistry (1968) from the University of Maryland at Baltimore (School of Pharmacy). He is a Board Certified forensic toxicologist (Fellow, American Board of Forensic Toxicology).  He was Chief Toxicologist for the Office of the Chief Medical Examiner (State of Maryland) and Scientific Director of the State of Maryland’s Alcohol Testing Program (1974-1991). He was Director of Toxicology and Forensic Toxicology for Quest Diagnostics (formerly Maryland Medical Laboratory) in Baltimore (1977-1999). He was Laboratory Director for the State of Maryland, Division of Parole and Probation (1999-2012). Dr. Caplan is Adjunct Professor in the Department of Pharmaceutical Sciences of the University of Maryland School of Pharmacy. He was Acting Chief Toxicologist for the Maryland State Police, Forensic Sciences Division (2022-2023). 

Dr. Caplan’s professional activities and awards include: President of the American Board of Forensic Toxicology (1988-2008) and recipient of the Board’s Distinguished Service Award (2008); President of the American Academy of Forensic Sciences (1987-1988) and   recipient of the Academy’s Rolla N. Harger Award (1989) (forensic toxicology),  Distinguished Fellow Award (1996), and RBH  Gradwohl Medallion “Fellow of Distinction (2019)”; President of the Society of Forensic Toxicologists (1981); Chairman (1991-1993) of the National Safety Council’s Alcohol Drug and Impairment Division and recipient of the Council’s Robert F. Borkenstein Award (2000); Chairman of the Maryland Section of the American Chemical Society (1973) and recipient of the 1994 Maryland Chemist Award. He serves as an advisor to attorneys and government agencies regarding alcohol and drug related issues.
